This request was to specifically remove “Marijuana Retailer” from the “Prohibited Uses” lists and place it on the “Permitted Use” lists for each of the following zones:

  • WMC 17.32 Central Business District (C-1)
  • WMC 17.36 Highway Commercial District (C-2)
  • WMC 17.40 Neighborhood Commercial District (C-3)
  • WMC 17.44 Light Industrial District (I-1)
  • WMC 17.46 Heavy Industrial District (I-2)

This request did not propose to change WMC 17.24 – Public/Quasi-Public/Institutional (PQPI), or WMC 17.30 – Floodway Use (FW), zoning districts.

Status Updates

Staff prepared two maps showing the buffers required under WMC 17.50.030.

  •  The first buffer map shows where sales would be prohibited while possible sites for retail sales are shown in PINK.
  •  The second map shows possible Light Industrial zoned properties (LIGHT BLUE) where retails sales could occur.

These maps were included in the staff report for the Planning Commission hearing and the Planning Commission recommended that the request be approved with the modification that retail sales only be allowed in the Highway Commercial (C-2) zone. This  recommendation was presented to the council at their January 2nd, 2024 meeting. At that meeting, the council declined to approve the requested text amendment and the retail sales of marijuana continues to be a prohibited use within the City of Woodland.
