Are Alcoholic Beverages Allowed in City Parks?

Alcoholic beverages or the consumption of alcoholic beverages is not allowed in all city parks, except in a clearly marked beer or wine garden at Horseshoe Lake Park or on other public property as approved by the city under a special event permit.
