City of Woodland - 2023 Comp Plan Update

The 2016 Comprehensive Plan had minor modifications in 2019 and under the Growth Management Act plans must be updated on a periodic basis (Clark County in 2025 and 2026 for Cowlitz County). The city was seeking to perform a master plan for the Woodland Bottoms and to expand the City's Urban Growth Area but recent events have shown that before such actions can occur, the city will need to perform significant analysis of the current plan in order to justify both of those actions.

Public Participation Plan - An expedited process has been proposed for the analysis of the city's growth plan and to perform the analysis of its 20-years growth needs. The attached Public Participation Plan (PPP) envisions an approach for that analysis which could also act as the required periodic review. The PPP has been presented to the City Council at workshops  on January 3rd, and March 6th, 2023.

At the March 6th, 2023, the Council authorized staff to use an annual population growth rate of 2.7% during the upcoming planning process.

Updates on this project page will be regular and ongoing.

 

Status Updates

This process has been suspended. The City has entered into an agreement to work cooperatively with Cowlitz County to do a joint planning effort for the Woodland Bottoms.  As a result of that effort, the City of Woodland hopes to have negotiated a path forward for the County to designate an expanded Urban Growth Area (UGA). With that designated UGA, the city will be able to perform the required periodic update to the comprehensive plan.
