Woodland Bottoms Joint Planning Area Map

The Woodland Bottoms Joint Planning Area (JPA) project is a joint planning effort between the City of Woodland and Cowlitz County to consider the future of the Woodland Bottoms. The Woodland Bottoms is under County jurisdiction and regulated by the County. The intent is for both jurisdictions to explore how development decisions affect the community and to plan for those impacts.

This project WILL NOT involve plans for City Annexation of land, extension of the City's control over County land use decisions, or placing Growth Management Act (GMA) rules on land within the Woodland Bottoms. 

This project WILL include a discussion of setting future Urban Growth Area boundaries for the City of Woodland, the possibility of designating water and sewer service area boundaries within the Bottoms, and will likely create a framework for how future annexation and land use decisions are made. 

Staff from both jurisdictions will share the lead on the project and a group of stakeholders has been identified to help with the planning process.  

Status Updates

A kickoff meeting for the stakeholders was scheduled for August 9th, 2023. The meeting information can be found at August 9th Meeting Agenda. At the top of the agenda is a button linking to the video recording and one for the meeting minutes (which includes the notes taken during the brainstorming session).
