The Building Division offers permitting, inspection, and code administration/interpretation services for all projects within City limits.  Many Woodland addresses are outside Woodland City Limits. If you are unsure if you are within City Limits, contact City Hall or check jurisdiction information on the Cowlitz County Assessor or the Clark County Assessor

All work within city limits requires the contractor to have both a valid Washington State contractor's license (through Labor & Industries) and a current City of Woodland Business License.  City of Woodland business license must be obtained before a permit is issued.

What is the City of Woodland Building Code?

The City of Woodland has adopted the International Building Code, International Residential Code, International Mechanical Code, International Fire Code, the Uniform Plumbing Code, and the Washington State Energy Code.  Any exceptions to the state and national codes specific to the City of Woodland can be found in the Woodland Municipal Code Title 14, Buildings and Construction.

How do I Apply for a Permit?

Building permit applications are completed and submitted online. Click on Forms: Building Permit Applications on the menu.

All electrical permitting and inspecting is handled by the Washington State Department of Labor & Industries. They are located at 711 Vine Street #1, Kelso, WA 98626, and can be reached at (360) 575-6900. Electrical permits can be obtained through their on-line permitting portal.

How do I Schedule an Inspection?

Inspections are offered on Tuesdays and Thursdays between 9:30AM to 12:00PM, excluding holidays.  Inspection requests may be made the day before inspection day, by logging into CloudPermit or calling our office with a minimum of 24 hours in advance notice.  Community Development Office (360) 225-7299.
