2025 Periodic Update

The city has submitted an application to the Washington State Department of Commerce. A copy of that application and the mayor's letter supporting the request are attached below.

By state law, the City of Woodland is required to complete a periodic update of it's 2016 Comprehensive Plan by June of 2025. 

A Public Participation Plan is being developed and should be presented to the City Council by October of 2023. A consultant should be retained by the city to help perform outreach and to help with the analysis required as part of the periodic process. As outlined in the proposed work plan, the major steps this project should take are as follows:

  • Development of a Public Participation Plan (PPP)
  • Review of the periodic checklist to analyze the city's existing plans, regulations, and policies (preliminary review)
  • Review of the 2016 comp plan elements (analysis and update as necessary)
  • Review of the city's critical areas ordinances (Wetlands/Habitat/Critical Aquifer Recharge Area/Frequent Flooded Areas/Geologic Hazard Areas)
  • Review of the city's development codes for  Zoning, Subdivisions, Environment, Annexations, Buildings & Construction, Streets & Sidewalks, Water & Sewage, etc.)
  • Final preparation of the periodic update checklist

Environmental review of planning products will be required must be submitted the the Dept. of Commerce so they can be reviewed for consistency with the Growth Management Act prior to adoption.
