Floodplain / Flood Hazard Management

Large portions of the City of Woodland are in floodplain which means it could be subject to flooding on a semi-regular basis. 

When in a floodplain, development activity is subject to additional review under the Flood Damage Prevention Ordinance (WMC 14.40). Areas like this which may be frequently flooded cause a special concern for life safety but also for the economic and environmental impacts which flooding can cause.

The City is committed to protecting human life and health; minimizing damage to public facilities and utilities; reducing the need for rescue and relief efforts and the expenditures of public funds on those efforts; and in minimizing the prolonged interruption of business and the community due to floods.

Review the City's FEMA flood insurance map panels to determine whether you need to be concerned about floodplain permits. 

If you are considering building or development activity in the floodplain, contact the Community Development staff to discuss your plans. Staff will help you determine whether an elevation certificate or a shoreline permit will be required for your project. 

Shoreline Management Master Program - There is a close connection between the shoreline of the Lewis River and the floodplain. Developments fronting on the Lewis River are subject to both floodplain regulations and shoreline regulations.

Elevation Certificates - Elevation certificates are a document prepared by a professional surveyor to show that building activity is properly elevated to ensure the work is flood proof.
